The Hub: A return point for levels you have already visited. Get it by Found in the level network. The pass is optional. Use it to Revisit known levels. It does not reveal a level you have never entered.
You can enter the Hub without paying. The 299 Robux Teleport to Hub pass only adds a button, and that button reaches levels you have already been to.

No. The new save system hides weapons you owned before 1.2 until you visit the weapon shops and re-equip them. That reclaim is free, and your kill count stays saved.
